The Sixth Phase Government, through the Samia Health Super Specialization Scholarship Program, has continued to make major reforms in the Health Sector, with the aim of ensuring that citizens receive quality medical services, especially specialized and super-specialized treatment within the country.


The objective of this program is to have professionals with sufficient expertise to provide quality medical services in Tanzania. As a result, the Ministry of Health has set a procedure to sponsor not less than 300 specialists and super-specialists each financial year. 

These efforts will strengthen the availability of quality services, reduce medical referrals abroad, and thus reduce costs for both the Government and citizens.


For the financial year 2025/26, the Ministry has allocated a total of TZS 13,685,500,000 compared to TZS 10.95 billion allocated in the financial year 2023/24, representing an increase of TZS 2.73 billion equivalent to 25%. The Government’s goal is to increase the budget for specialist and super-specialist training in various health fields whenever possible.


In the 2025/26 financial year, a total of 1,074 scholarship applications were received, of which 981 applicants met the eligibility criteria. Among those, 498 applicants, equivalent to 51% of the qualified applicants, were selected for sponsorship based on the allocated budget. Therefore, the allocated funds will be used to sponsor 498 new beneficiaries together with 985 continuing students in various institutions within and outside the country, making a total of 1,483 sponsored beneficiaries for the 2025/26 financial year.


Furthermore, among the 498 selected beneficiaries, 442 (89%) have been awarded sponsorships in local universities, while 56 (11%) have been awarded sponsorships in foreign universities, as the programs they intend to pursue are not offered locally.
The Ministry has prioritized key sectoral areas such as specialization at different service levels, as well as other priorities outlined in the Fifth Health Sector Strategic Plan and the 2025/26 Government Budget.

 These include infectious disease specialties, cardiology and nephrology, neurology and neurosurgery, mental health, oral and dental health, specialized surgical services including ENT (ear, nose, and throat), rehabilitation and radiotherapy services, and disease diagnostics including pathology.


The Ministry of Health urges all beneficiaries of the 2025/26 sponsorship to complete the procedures for signing the scholarship contracts as confirmation of acceptance before or by November 22, 2025. A copy of the contract is available on the Ministry of Health’s website and will also be sent to the email addresses used during the application process. 

Three (3) duly filled original copies of the contract together with guarantor letters should be submitted to the Ministry of Health Headquarters, Mtumba, Dodoma.
This sponsorship covers tuition fees and research allowances for beneficiaries studying within the country. 

In addition, those studying in foreign institutions will be paid tuition fees, living allowances, return air tickets, and research allowances. Payment of research and living allowances will follow the rates set by the Ministry.
