Dodoma, April 17, 2026 — The Minister of State, President’s Office – Public Service Management and Good Governance, Ridhiwani Kikwete, has officially presented the Government Budget Speech for the 2026/2027 financial year in Parliament, outlining key priorities aimed at improving efficiency, transparency, and service delivery in the public sector.
According to the Minister, the Government has placed strong emphasis on employment creation, with a plan to fill 45,000 new job positions across various public institutions to address staffing gaps. In addition, 7,124 replacement permits will be issued to ensure continuity of services when employees exit the system.
The Government will also verify and approve salary arrears claims for employees in 425 institutions, while addressing claims from retirees and former employees from 200 employers. Furthermore, salary management systems will be strengthened in 510 institutions to ensure timely and fair payment of employee benefits.
To enhance workforce management, a staff audit will be conducted in 127 institutions using the e-Watumishi system, while 35 institutions that have not yet adopted the system will be supported to join. The system will also be upgraded with improved digital services and integration with other government and private sector platforms.
A new data dashboard will be developed to integrate information from systems such as e-Watumishi, e-Msawazo, e-Utendaji, and Watumishi Portal, enabling better decision-making across different levels of government.
In strengthening human resource management, the Government plans to conduct a salary structure analysis to guide long-term harmonization of pay scales. Meetings of the Minimum Wage Board and other negotiation councils will also continue.
On governance, ethics campaigns will be implemented in two regions and 30 local government authorities, while approximately 3,500 public service complaints are expected to be addressed to ensure compliance with laws and regulations.
Additionally, the Government plans to transfer 7,000 employees and fill 500 leadership positions to improve institutional performance. Training on digital systems such as e-Mrejesho will continue, alongside the installation of a Shared Government Contact Center in 20 public institutions.
In terms of policies and guidelines, the Government will finalize the review of the Public Service Standing Orders and the Public Service Management and Employment Policy of 2008 to align with the National Development Vision 2050. Various guidelines will also be updated to strengthen institutional structures, service delivery, and public-private collaboration.
Regarding employee welfare, efforts will focus on promoting workplace inclusion and finalizing guidelines to address health challenges, including HIV/AIDS, non-communicable diseases, and mental health.
The Government will also continue developing key infrastructure, including the Leaders’ Club in Dodoma and a residence for a retired national leader, while continuing to provide services to 21 retired national leaders in accordance with the law.
Overall, the 2026/2027 budget plan reflects the Government’s commitment to improving public service performance through the use of technology, effective human resource management, and delivery of quality services that meet citizens’ expectations.
